Our North

We have published Our North, a new report capturing the state of collaboration between the voluntary, community, faith and social enterprise (VCFSE) sector and combined authorities (CAs) across the North of England.

The report has been coproduced with VCFSE leaders and infrastructure organisations from every Northern region, drawing on survey responses and conversations held at the Great North VCFSE Exchange in January 2026. This collaborative process ensured that the insights reflect lived experience, frontline knowledge and shared priorities from across the North West, North East and Yorkshire and the Humber.

A varied landscape

The findings show a highly varied landscape. Some areas benefit from well‑established structures, formal representation and clear leadership pathways, while others are still developing the foundations needed for strong partnership working. However, across the North there is a consistent appetite to strengthen collaboration, improve transparency and embed the sector as a genuine strategic partner.

Explore the Best Practice Checklist

A key outcome of the report is the VCFSE–CA Best Practice Checklist, a practical tool that local areas can use to benchmark their partnership arrangements and identify opportunities for development. Covering representation, sector organisation, equalities, strategic alignment, agreements, funding and partnership culture, the checklist offers a clear and accessible framework for driving improvement.

“As combined authorities continue to evolve, it is essential that our sector is not only recognised but fully included as an equal partner. This report shows what’s possible when we collaborate openly, and the checklist offers a practical tool for turning good intentions into established practice.”

Warren Escadale, Chief Executive of VSNW

Growing momentum

The report highlights growing momentum toward more formalised partnership structures – including accords, covenants and clearer commissioning frameworks, as well as opportunities in prevention, health, community assets and double devolution.

We want to thank all partners across the North who contributed their time, insight and expertise to coproducing this work.

Gary Cliffe, CEO of Cheshire West Voluntary Action and CWIP member, said:

“This report captures the real appetite across the region for deeper, more strategic partnership with combined authorities. The principles and practical steps set out offer a strong foundation for building trust and embedding the sector’s voice in regional decision-making.”
