A Tale of Two Cities: Complex Causes, Complex Solutions. A Response to the August, 2011 riots in Salford & Manchester
A Tale of Two Cities includes a foreword from Sir Richard Leese, Leader of Manchester City Council and an introduction from Professor Tim Newburn of the London School of Economics. The report builds on extensive engagement with those directly involved and affected by the riots in order to explore and evaluate responses to the challenges faced by the communities of Manchester and Salford made evident by last summer's riots. This provides ideas to develop communities that are better able to adapt, transform and deal with challenges as they arise, providing a vision for developing more resilient communities in this era of austerity.
The recommendations in this report, which are based upon families, young people, policing, restorative justice and public policy development, provide a framework for developing more resilient communities that are pro-active and work within a model of interdependency in order to provide the social support structures required for people to fulfil their potential. In essence, the report suggests that we need to further develop resilience in our communities by building on pre-existing capabilities, creating more co-produced public services and developing a culture of early intervention.
