  • proposes a model of commissioning that bring together the best aspects of empowerment, decentralisation and accountability.


This joint report by the Centre for Local Economic Strategies (CLES) and North West Infrastructure Partnership (NWIP) was launched at an event in Westminster on Thursday 23rd February.
