According to Cabinet Office proposals, 51% of Big Lottery funds each year could be loaned to NHS spin-offs branded as social enterprises as per Andrew Lansley's definition; and 49% given in grant funding to private sector delivery of public services.
This is an extreme interpretation of Cabinet Office proposals for the new policy directive for future Big Lottery funding.
But not impossible.
However, what would be impossible would be that (despite the Conservative Party's pre-election commitment), 100% of Big Lottery money would be used to grant fund voluntary, community and faith sector groups including social enterprises.

The consultation deadline is 18th November.
