The draft National Planning Policy Framework (NPPF) is out for consultation until 17th October.
Campaign
Initial reaction from NGOs has been highly negative to the extent that Planning Minister Bob Neill has accused the CPRE and the National Trust of orchestrating a left-wing smear campaign!
North West Environment Link will be publishing a briefing later this month and preparing a relatively brief response, to which contributions would be welcome – please send your key points to pwilson@lancswt.org.uk. In the meantime here is an initial analysis from CPRE South East.
CPRE has a draft letter to your MP you can use or amend and you can sign the National Trust’s petition
Guidance
The Planning Inspectorate has published the advice its inspectors will use in planning matters. It says the consultation draft of the NPPF “is capable of being a material consideration, although the weight to be given to it will be a matter for the decision maker’s planning judgment in each particular case.”
Parliamentary Inquiries
The CLG Select Committee completed an inquiry into the NPPF on 9th September, including whether it provides sufficient guidance to local planning authorities, the Planning Inspectorate and others, and whether provisions will give local communities sufficient power over planning decisions and sustainable development.
The Environmental Audit Committee completed an inquiry into the NPPF on 9th September, which examined the particular issue of the way sustainable development is addressed in the NPPF.
The two committees will share evidence submitted as part of the consultation.
