VSNW's response to Lottery Shares Consultation

The Department for Culture, Media and Sport (DCMS) has proposed that 20% of the Big Lottery Fund funding pot is transferred by 2012 to Arts, Heritage and Sports funding pots - this could equate to over £150m per year over the next five years.
The 20% cut to the Big Lottery Fund's funding pot formula, DCMS believe, will be negated by revenue estimates from continued high lottery sales (which determines the actual amount in the pot) and by the end of the diversion of funds to pay for the Olympics.
In our submission to the formula consultation, VSNW:
- Questions the thoroughness of DCMS's Impact Assessment which states there will be no "monetised impact" on VCS groups.
- Calls for a more fully developed rationale for the policy change based on: VCS need in the context of a strategic approach to building VCS capacity. This should not just be in the context of one Government department but cross-departmental.
- Calls for reconsideration of the phased April 2011 cuts (8%) in potential Big Lottery Fund money which will come at a critical time for the sector. If this goes ahead, then it needs to be timed alongside the increase (not formally proposed, going from minimum 80% to 100% [last year, in actuality, this was 92%]) in Big Lottery Fund funding going to VCS groups.
- Highlights the missing context of this reduction contributing to significant current and future reductions in community grant pots.
