Next steps: Part 1 of RS2010 is being developed over the next three months. This will set out the high-level strategic framework and actions which will be part of an informal eight week consultation in January/February 2010. A high level Implementation Framework will be published for consultation alongside Part 1, and preparation will commence on Part 2.
Part 2 will set out the detailed policies to deliver the strategic priorities set out in Part 1. This is expected to be issued for formal (12 week) public consultation later in 2010 alongside a revised Part 1, followed by Examination in Public.
Five Pillars
RS2010 is committed to delivering the totality of the outcomes and values as highlighted in the Principles and Issues consultation response report and must ensure that it meets the identified economic, social and environmental elements. However, in order to give the strategy distinctiveness and to ensure the most effective actions are undertaken in the region, five ‘pillars’ of competitive advantage have been identified.
The objective is to use these high level pillars to identify potential actions and options for inclusion in the draft Part 1 document. The five pillars are:
- Low Carbon Technologies and Energy
- Physical and Digital Connectivity
- Social Capital
- Culture, Sport and Quality of place
- Advanced Manufacturing, Intellectual Property and Science
A key factor defining the pillars is the effectiveness to deliver across a range of outcomes. It is therefore important that all stakeholders, whether public, private or third sector, regional, sub regional or local are able to identify areas where they can contribute and deliver together.
