Regional Strategy to have greater focus on health and people

29 August 2009

As well as reflecting the increased focus on people and health as requested by respondents, the Report emphasises sustainable development alongside sustainable economic growth.

“The Regional Strategy will ultimately aim to improve the sustainable quality of life for the people of the region and to make it more equitable. To do this it will aim to deliver sustainable economic growth and contribute to long term sustainable development. It will be developed from the ‘bottom up’ as well as the ‘top down’, with genuine engagement, and will provide a framework for local, sub-regional and regional delivery.”
Principles and Issues Paper Consultation Report (August 2009), p. 7.
Besides a number of key values, which includes maximising the contribution of partners, including the third sector, there are several highly key draft outcomes for the third sector related to putting people at the heart of the strategy:

Draft Outcome 6. Developing communities and places which are sustainable and safe, with less deprivation and disadvantage within the region.

Draft Outcome 7. Creating a world class skills base, improving education, attracting and retaining talent as well as tackling gaps in basic and graduate level skills.

Draft Outcome 8. Having a healthy population, with a reduction in health inequalities and capitalising on the economic opportunities from changing health issues

Draft Outcome 9. Improving the range and depth of quality employment opportunities for all. Linking areas of opportunity and need, significantly reducing low employment rates and improving the supply of labour to businesses.

Next steps
Briefing Report 20: Summary of the regional strategy consultation report Third sector organisations should begin to think about how their work does and/or could help deliver the draft outcomes. VSNW is particularly interested to hear about barriers or potential investment models that would support improved third sector delivery against these outcomes – particularly where these occur at national or regional level.

  • Next few months: Preparation of Part 1 of RS2010. Part 1 is the high level strategic framework.
  • Late 2009/early 2010: Consultation on Part 1.
  • To be confirmed: A revised Part 1, together with Part 2 (the detailed policies), will then be prepared for the statutory consultation process. The exact timings are subject to change.
