Could procurement be more agile?

A new paper from the Institute of Commissioning Professionals argues that public sector procurement arrangements are cumbersome, slow and ineffective for the buyer and the seller.
The Institute is calling for the development of agile procurement which is permissible under EU regulations, and you can read more on the Public Net website or go direct to the IoCP website.
