Social Value Commissioning Project

This is a briefing note from cpc ltd for an NHS NW Cross-Regional Social Value Commissioning Project.
The requirement is for the development of a suite of accessible, high quality and inspirational products for use by public sector commissioners in seeking to achieve the release of additional public and social value from investment.
This will be achieved by developing a set of toolkits, approaches, methodologies and supporting documentation, which would include but not be limited to:
- Developing a summary of current national and international research and best practice in support of this agenda, with a potential to look at other service industries in addition to health care
- Developing usable definitions applicable to health & social care
- Developing documentation around using this concept in order to stimulate the adoption commissioners at all levels, including Frequently Asked Questions
- Developing a methodology and toolkit, linked to commissioning & performance frameworks that is sustainable where it can be used again and again
- Developing guidance for using the methodology
- Developing a self-evaluation framework and guidance for improving awareness of and the use of this concept
- Developing a basket of recommended indicators plus guidance on their use and measurement
- Exploring the use of Results Based Accountability and Outcomes Based Accountability to support commissioning intentions and performance measurement
- Mapping out current practice and possible opportunities/barriers to adoption of process and principles, as well as recommendations to realise the benefits/ surmount the challenges
- Drawing up a series of case studies showcasing best practice and experiences of practical implementation
- Extrapolating the potential impacts to health and well being
- Highlighting the next steps in the Social Value Commissioning arena
The Board has met twice and is scheduled to meet again in September at the end of the first phase of field testing. Following this review, the tools and guidance will be further developed and support will be provided to pilot sites to implement them in a live environment on a test piece of commissioning activity.
The pilot sites in the NW are:
- Blackburn with Darwen
- Manchester
- Salford
All areas are likely to undertake the pilot with their social care partners although this has yet to be confirmed.
The draft outputs have been created and field testing is about to commence on site.
