Measuring Impact: What does the White Paper require? How do you do it?

Halton Borough Council is working with a community engagement framework which will be used to produce an audit of community engagement across the council. The framework has four levels: information giving, consulting, acting together and deciding, and assessing. The audit will show which levels different departments are currently working at. Halton is inviting all its partners to undertake the same audit.
